Kindi defends use of county cash

Kilifi Governor Amason Kingi has refuted claims that money was misappropriated in the county as alleged by the Auditor General Edward Ouko's report for the year ending June 2015.

Appearing before the Senate Public Accounts and Investment Committee Friday, he said he had provided the necessary evidence and documents to show how money allocated to the county has been spent.

He said as of now, most of the audit queries raised by the Auditor General have been answered adding that in areas where there are further queries, he is willing to provide answers.

Kingi told the committee that in some of the queries that direct procurement was done, the auditors never raised any queries before as per the provisions of the law. He said: “In case you want any further documents, we will make sure that we provide all the answers required because we believe that everything was done according to the law.”

The governor had been invited to appear before the committee to shed light on the purchase of an x-ray machine from Pecar Investment at a cost of Sh3.9million.

But according to the auditor’s report documents availed to them, the firm had no experience in similar nature of work and did not have proof of financial capability.

The Governor was also expected to answer queries on another Sh6.5million that was used to purchase relief food. Although the county used restricted tendering, the auditor in the report said they were yet to receive crucial documents.

The session chair and Kiambu Senator Kimani Wamatangi told Kingi to ensure he holds a meeting with the auditors to address all the pending issues. He also asked Kingi to appear before the committee next Tuesday to finalise all the other pending queries.

He said: “We want you to sit with the auditors and make sure all the issues raised are ironed out so that during our next meeting next week, we will finalise all the pending matters.”
